FinCEN Puts AI-Enabled Student-Aid Fraud On Every SAR Desk

On 24 July 2026 FinCEN issued Alert FIN-2026-Alert004, directing every BSA-covered institution to detect and report fraud targeting federal student-aid programs. The alert details "ghost student" and "straw student" schemes and — the part compliance teams should note — the use of AI to generate fraudulent identity documents that defeat KYC controls. Federal investigators have identified more than $350 million in ghost-student fraud over the past five years.

It is an advisory, not a binding rule, so it adds no new legal obligation. But examiners will expect its red flags built into transaction monitoring and Suspicious Activity Report filings, tagged with the key term FIN-2026-FSAFRAUD. Institutions that lean on automated, document-based onboarding — student deposit accounts, refund disbursement, fintech account-opening — carry the clearest exposure.

AMLA finalises its supervisory-cooperation standards. On 21 July the EU's Anti-Money Laundering Authority published its final report on draft Implementing Technical Standards for AML/CFT supervisory cooperation under Regulation (EU) 2024/1620. The ITS binds supervisors, not firms — but it is a building block for the roughly 40 highest-risk institutions AMLA will directly supervise from 2028. Cross-border banks, payment and crypto-asset firms with high ML/TF risk should assess likely in-scope status and start aligning internal risk assessments to AMLA's methodology.

OCC stablecoin reporting forms close for comment 11 August. The OCC's proposed weekly and quarterly reporting forms for permitted payment stablecoin issuers (Bulletin 2026-24) hit their comment deadline in 11 days. Stablecoin issuers under OCC jurisdiction should review the reporting burden and file before the window shuts.
