AMLA's Rulebook Deadline Lands Today

The EU Authority for Anti-Money Laundering (AMLA) is mandated to deliver the bulk of its Single Rulebook technical standards to the European Commission today, under Regulation (EU) 2024/1620 and the Anti-Money Laundering Regulation (EU) 2024/1624. The package is meant to include the Customer Due Diligence RTS under AMLR Article 28(1) and the ongoing-monitoring Guidelines under AMLR Article 26(5). But AMLA's own regulatory-instruments tracker — last updated 3 June 2026 — shows only two mandates at "final report published" stage, with three still open for consultation, including the ongoing-monitoring Guidelines that went to public hearing on 2 July. Delivery looks phased, not complete.

The date that binds you is not today's. Commission adoption and Official Journal publication fix the compliance triggers; AMLR applies in full on 10 July 2027.

UK Buy Now Pay Later becomes regulated credit on 15 July. In five days, BNPL products become regulated deferred payment credit agreements, brought into the FCA's perimeter by S.I. 2025/1154 and the final rules in PS26/1. Lenders need FCA authorisation, must run upfront affordability checks, and fall under the Consumer Duty, section 75 protections and Financial Ombudsman jurisdiction. Most merchants brokering these agreements are exempted from credit-broking requirements. Confirm authorisation or temporary-permission status for every lending entity before Wednesday.

Six US agencies face the 18 July GENIUS Act deadline with no final rule. The GENIUS Act (Public Law 119-27) requires federal payment stablecoin regulators to issue implementing regulations within one year of its 18 July 2025 enactment. Comment periods for the OCC, FDIC, Treasury, FinCEN and OFAC proposals closed by 9 June — but no agency has published a final rule, and the NCUA's window does not close until 17 July, one day before the deadline. A backstop compliance date of 18 January 2027 means a missed deadline delays clarity, not obligations. Monitor the Federal Register daily through 18 July.

CFTC whistleblower award comments close 15 July. The Commission's proposal, published 11 June, would create a 30 percent presumption for awards of five million dollars or less, modelled on the SEC's Rule 21F-6(c). File by Wednesday if you intend to comment.

Diarise Commission adoption of the Customer Due Diligence RTS — not today's submission — as your true AMLR compliance trigger. Firms that anchor onboarding and monitoring remediation to the 10 July 2026 handover will build to a date that binds nobody.
