NYC Council Hears Anthropic, OpenAI, Google and Meta on AI
On 5 October the New York City Council's Committee of the Whole took public testimony from Anthropic, OpenAI, Google and Meta on AI risk. Ten draft AI measures are now before the Council — none enacted, and no vote is scheduled.
Why It Matters
Municipal AI regulation is now arriving on top of the state and federal layers. The NYC drafts reach into operational territory compliance teams usually associate with sectoral regulators: third-party validation paired with a human "shut-down" capability (a $25,000-per-violation penalty), reporting of AI safety incidents within 24 hours, and a private right of action for foreseeable model-misuse harm.
For CISOs and legal teams, the 24-hour incident-reporting concept is the one to watch — it would run faster than most existing breach timelines and would sit alongside, not replace, state regimes such as New York's RAISE Act (72-hour clock, effective 1 January 2027) and Connecticut's CART Act. The private right of action is the larger long-term exposure: it shifts enforcement from a regulator's discretion to any harmed plaintiff.
