EBA Maps Where EU Crypto Rules Go Next
The European Banking Authority has told Brussels where to steer the MiCA overhaul next: tighter rules on third-country multi-issuer stablecoins, clearer crypto-asset classification, and oversight of crypto-asset lending. Published 24 September 2026 — consultation input, not binding law.
Why It Matters
MiCA has been in force for over a year, and the first wave of authorisations has exposed where the regime is stretched. The EBA's response to the Commission's targeted review consultation is the clearest signal yet of what the coming amendment package will target. Its three priorities: strengthen the framework for third-country multi-issuer stablecoin schemes — which it warns pose “significant to very significant” risks — clarify how crypto-assets are classified to cut cost and delay for firms and supervisors, and regulate crypto-asset lending, including where providers route customers into decentralised lending protocols.
The numbers show why: as of 1 September 2026, 39 e-money tokens had been issued under MiCA but zero asset-referenced tokens were authorised — a sign the ART pathway, as written, isn't working. For stablecoin issuers, crypto-asset service providers, and any firm touching crypto lending, this is the moment to shape the rules rather than inherit them.
Also on the radar today: ESMA set its 2027 supervisory priorities, and the US government shutdown was averted — but funded only through 11 December. Both are below.

Check two comment deadlines closing Monday — The CFTC CPO/CTA registration-exemptions NPRM and the OCC availability-of-information proposed rule both close 5 October (3 days). File if affected.
Map your MiCA exposure — If you issue or service stablecoins or facilitate crypto lending (including routing to DeFi protocols), read the EBA's three priorities now; they preview the amendment package.
Plan for the December funding cliff — The shutdown was averted only to 11 December; build a contingency path for any SEC or CFTC filing or comment due that month.
