CFTC's Crypto Rulebook Reaches the White House
On 17 September the CFTC sent its draft "Regulation Crypto Asset Transactions and Regulation Crypto Asset Markets" to the White House's OMB for pre-publication review — the most concrete step yet toward a federal framework for crypto spot markets.
Why It Matters
Chairman Michael Selig is building the crypto spot-market rules on the CFTC's existing commodity authority rather than waiting for new legislation. The OMB/OIRA filing is procedural but meaningful: after review the draft returns to the Commission for a vote, opens a public-comment period, then needs a final vote to be finalized — so nothing binds yet, but the shape of a federal crypto commodity regime is now taking form.
For compliance teams at exchanges, brokers, and trading firms, this is the clearest signal yet that spot crypto activity will fall under a CFTC-supervised framework. Mapping current products and controls to a prospective registration-and-conduct regime now is cheaper than reacting to a finalized rule under a comment-cycle clock.
The near-term pressure is elsewhere: two federal comment windows close 5 October — the CFTC's Part 4 CPO/CTA registration NPRM and the OCC's availability-of-information NPRM — giving affected firms ten days to file.

Map your spot-crypto footprint — Digital-asset desks should inventory spot-market activity against a prospective CFTC-supervised regime and monitor the CFTC Federal Register page for the eventual NPRM and comment deadline.
