Today's Top Story: Last Call — EU High-Risk AI Comment Window Ends Tomorrow

The European Commission's targeted consultation on its draft guidelines for classifying high-risk AI systems closes tomorrow, 23 July 2026 — the end of a four-week extension from the original 23 June deadline. The guidelines will determine how Article 6 of the AI Act applies to Annex I product-embedded systems and Annex III use cases; the final text is due by end-2026, well before the deferred high-risk application dates. Classification positions taken now will shape compliance scoping for years, and only responses filed through the online questionnaire count. Source

On 20 July the Commission published the adopted Guidelines on the Article 50 transparency obligations of Reg (EU) 2024/1689, completing the interpretive framework twelve days before the marking, labelling and disclosure duties apply on 2 August. They are non-binding, but the AI Office and national authorities are expected to apply them closely. Map your implementations against the adopted text, not the May consultation draft.

Transparency Code signatory window closes today at 18:00 CEST. The AI Office's signing FAQ confirms forms must be in by 22 July, 18:00 CEST to make the initial-signatories list published before 2 August. Signing later is allowed, but non-signatories must individually demonstrate Article 50(2)/(4) adequacy to market-surveillance authorities. 84 new state AI laws in 27 states — H1 2026 already beats all of 2025. The Transparency Coalition's mid-year report (21 July) counts 84 AI laws against 73 for all of 2025, and reports Illinois as the first state to require independent third-party safety audits of frontier models. It is an advocacy tally — verify individual statutes against legislative records. Sweep the report against your state-law obligations register. Source

Digital Omnibus still absent from the Official Journal — day 14. Signed 8 July, the AI Act amendment package enters into force on the third day after OJ publication, so roughly 30 July is the last date for its deferred high-risk timelines and grandfathering windows to be in force before 2 August. Until then, only the unamended AI Act text carries legal effect. Keep compliance plans anchored to current-law dates. Source
