Senate Banking Marks Up CLARITY Act; Warren Files National-Security Counter
The Senate Banking Committee held its full-committee markup of the Digital Asset Market CLARITY Act on Wednesday, 14 May at 10:30 a.m. ET — the first full-committee vote on the post-GENIUS Act companion bill that allocates SEC/CFTC jurisdiction over digital-asset spot markets and finalises the federal market-structure framework. The reported stablecoin compromise bans passive yield on payment stablecoins but permits activity-based rewards. The same morning, Ranking Member Sen. Elizabeth Warren and Banking Democrats issued a "National Security Advisory" arguing the bill fails to address illicit-finance vulnerabilities; the advisory is expected to template Democratic floor amendments. The final committee vote count is still being confirmed against the official record.
